"I am coming to [pay] my thanks to the American people and to the American government and to the Congress,"

What he should be saying is, "I'm coming to America to thank Mr. Bush for putting me in office in Iraq. I would never have been able to do it on my own, but with the help of the right imperial power, I was able to realize me goal.

As for thanks to the American people, he can save it......
